I like to use a extending ladder that will fit from the ground to the span or pole exactly. Not a folding ladder that might or might reach to where you need it.
Aluminum ladder. I don't know about you, but I would not use a metal ladder up to the span, which could touch energized cables. I am not physically capable of touching a cable if I am standing on a grounded ladder -- the body will override the brain.
Not that it matters, his ladder was not on the ground. His ladder was straddling a six high block fence. A ladder has an angle it is supposed at, a 4:1 ratio. It wasn't. Cal-OSHA
The top of the ladder is supposed to belted to the span or pole. But not climbing belt, so that is not a problem.
You are suppose to have long sleeves. You are suppose to have a hard hat.
